The Freedom of Information Act of 1966 and the National Rehabilitation Act of 1973 reflect national policies of openness and access to the policy formulation process. The Freedom of Information Act generally allows public access to recorded information held by a public authority, subject to certain limited exemptions. The National Rehabilitation Act requires that electronic and information technology developed, procured, used, or maintained by all agencies and departments of the Federal Government be accessible both to Federal employees with disabilities and to members of the public with disabilities.
